Our Centres & Branches

HTA has three Centres reporting to the Chief Executive. Each Centre is headed by a Director. Within each Centre are branches, each with different roles, functions and areas of responsibilities. Each branch is led by a Senior Assistant Director.
 
Joint Training Centre
The Joint Training Centre is HTA's training school. The school provides training to officers from all Home Team Departments and external agencies such as the Singapore Customs and the Ministry of Defence. The school consist of one branch, ie. the Training Development & Management Branch, and two Centres of Studies, ie. Joint Operations Training Centre of Studies and Homefront Safety and Security Centre of Studies. The training provided at the school aims to achieve HTA's core training thrusts on Contemporary Security Studies, Counter Terrorism Training, Crisis Management & Emergency Preparedness Training and Joint Operations Training.   The levels of training provided ranges from building a basic awareness of the Home Team to specialise training in fields such as Security of Sensitive Materials, to advance level courses where officers are taught the complexities involved in the conduct of Joint Operations. The school also conducts other training programmes such as the Home Team Learning Journey, Home Team Values Inculcation and Home Team Leadership.

 

Training Development & Management Branch
The Training Development & Management Branch is responsible for the development, review and management of courses in HTA. The Branch gathers information on the training needs of the Home Team Departments, designs and develops courses to meet those training needs, set training objectives for the courses, manage the administration and logistics of the courses. The branch also review course to ensure training objectives been met and make necessary adjustments so that the courses are relevant and useful to Home Team operations. The branch also conducts cohesion activities during courses for Home Team Values Inculcation.
 
Homefront Security & Safety Centre of Studies
Homefront Security & Safety Centre of Studies' responsibility is to conceptualise, design and deliver relevant terrorism training for the creation of the Home Team Plus officer. In this regard, the Centre works with Home Team Departments to understand and undertake learning outcomes which creates value to all Home Team officers in meeting their operational objectives and enhancing related competencies. The centre will also create and sustain a dynamic Center of Studies championing Homefront Safety & Security in particular to terrorism related topics for Home Team and related communities. The Centre will also assist Joint Training Centre to provide leadership directions in growing a network of knowledge partners from external agencies, foreign law-enforcement organisations.
 
Joint Operations Training Centre of Studies
The Joint Operations Training Centre of Studies is in charge of training exercises. The Centre's responsibilities are to deepen professional competencies to provide quality training, integrate system level training and interoperability of HT Departments to deliver the readiness of HT units. It also provides opportunities to promote better appreciation of a crisis and security management that will help underpin the application of joint operations concept and operating procedures and to conceptualise the application of simulation training and provide governance to HT courses simulation systems and low overhead simulators, ensuring conformity to inter-operability guidelines, set policies on training with simulators, and provide expert advice on simulation development.

 

 
Strategic Affairs Centre
Strategic Affairs Centre is the development and planning arm of the Academy. It leads the strategic planning for the Academy; provides leadership in establishing a training system both in training methodologies and the development of trainers; is the central repository of all knowledge in the HT and leads in developing programmes to sustain HT values and culture; and provides the corporate communications and handling the international liaisons to promote the Academy both locally and abroad.
 
Training Systems Branch
Training Systems Branch aims to raise the instructional standards and quality of training in the Home Team by championing the professional development of trainers and training systems. We synergise the efforts of Home Team Department Schools in leveling up the instructional practices across the board by institutionalizing quality training policies and programmes.
 
Strategic Planning & Organisation Development Branch
It is responsible for strategic planning in identifying the strategic risks and opportunities to formulate the strategic objectives, as well as suitable local and foreign collaborative partners and areas of collaboration to support such objectives. It is also responsible for organisation development to establish efficient and effective organisation structures and processes, and formulate strategies and plans to strengthen the corporate culture and core values.
 
Knowledge Management Branch
The Knowledge Management Branch is responsible for knowledge development and management of the Academy. KMB value-adds to Home Team training initiatives by enabling, connecting and facilitating effective Homefront Security (HFS) knowledge development and dissemination. KMB is also involved in the creation of communities of practice and development of an environment where conduits for information sharing are established.

 

Corporate Communications & International Affairs Branch
Corporate Communications and International Affairs Branch is responsible for all internal and external communications, and safeguards the corporate identity of HTA. It is also responsible for providing support for official visits to HTA, handling protocol matters and being a the forefront of all media and media-related issues, as well as maintaining HTA’s foreign relations.
 
 
Corporate Services Centre
Corporate Services Centre provides vital support to the delivery of effective and efficient services for the operation of the Home Team Academy (HTA). They include activities such as finance, human resources, procurement, information technology, facilities management, estate management and in the case of HTA safety and security of persons, property and estate (HTA is a protected place) and corporate support for events and visits.
 
Administration & Finance Branch
The Admin and Finance (A&F) Branch provides administrative and financial support to the Home Team Academy.  Our primary function is to optimise the financial resources in HTA through careful planning and allocation of funds. Administratively, A&F Branch also acts as the staff authority for matters concerning administrative (procurement) and financial matters. We conduct regular reviews on existing financial systems, guidelines and policies against current legislation so as to ensure that they are relevant and up to date.

 

Infocomm & Technology Branch
The Info-comm Technology (ICT) Branch is responsible to support HTA in all its ICT needs. It embraces technology to enhance processes and empower users in HTA.
 
Human Resources Branch
Human Resources Branch is the staff authority for all HR matters in HTA. The branch is responsible for human resource planning & development, human resource management, implementation of all HR policies. It oversees the projections of manpower needs of HTA, career development as well as recruitment, placement and promotion matters for its officers. It will also develop the potential and capabilities of the officers and maintaining the necessary proficiencies to provide the best support to effective execution of the HTA mission. The branch has an added role, having been tasked to drive the PS21 and HTA’s 3i movement.

 

Estate & Logistics Branch
Estate & Logistics Branch exercises oversight and manages the development of physical infrastructure, construction of new buildings and facilities, maintenance and upgrading of infrastructure and the estate management of the Academy’s 23ha campus. It also provides support for all events, visits and courses provided at the Academy.
 
Security Branch
The Security Branch of the Home Team Academy is committed to provide the most secure and safest environment possible for work and training. Led by the Assistant Director (Security), whom is assisted by the Head Security, the Security Branch oversees the overall safety and security of the Academy through the formulation and implementation of various security policy and measures.
